Rio de Janeiro has a high rate of homicides committed by on-duty police officers in situations initially considered as legitimate self-defense. The film portrays the clash of versions in court hearings, the backstage of police investigations and the establishment of a State Parliamentary Inquiry Committee to investigate these cases.
